After you have changed the value 'unicode' to 'hypertex' for
pdfhyperref (on version 1.2.4) I have noticed that hypertext links
in .pdf files don't work any more. I have tried to change again
'hypertex' to 'unicode' for all languages, which have .pdf documents
in the debian-history package (de, en, es, fr, it, lt, pt and ru).
And the hypertext links works again. I have looked with the 'evince'
and 'xpdf' viewers.

So, the correct value for pdfhyperref => unicode (at least for these
languages), even for the non utf8 locales.
