No, I tried to build the debian-history package, when my locale
was lt_LT.ISO8859-13.

My tests show, that it don't depend on locale.

No, I didn't try the -X option, because I don't trust this new option
yet. I have simply rebuild and installed the modified debiandoc-sgml
package.
