For zh_TW.UTF-8, I would make the following suggestion:

Use \usepackage{CJKutf8} instead of \usepackage{CJK} when you use UTF-8;
CJKutf8 is much smarter, and makes use of fontenc.  This means that, for
example, when you put T1 as fontenc, that Latin/western script won't use the
Chinese font to produce the glyphs (they're mostly ugly, but what do you
expect?), but will use other, more beautiful fonts that TeX provides.

Switching to CJKutf8 will also produce a clean build.

Never use inputenc with CJK: it is unmaintained, and is a major cause of bugs
with CJK.

And again the asterisk (*), to get fluid Chinese texts without unnecessary spaces.

You could add the two extra lines for furigana as well, if you want.


And here's the same thing, but for zh_CN.UTF-8:

And at last, I think that in your Makefile (line 279), you need to replace
"BUGS1" with "BUGS-cjk" to empty that last file.
