[debiandoc-sgml-pkgs] Bug#430600: debiandoc-sgml: debiandoc2xml generates invalid DocBook for <em> in <file>

For the debiandoc text <file>/usr/<em>share</em>/doc</file>,
debiandoc2xml generates the following DocBook text:
<filename>/usr/<emphasis>share</emphasis>/doc</filename>.
This seems to look good, but <emphasis> inside of <filename> is
not allowed in DocBook.
