[debiandoc-sgml-pkgs] Bug#443836: Provide cooked way to test copy in the build tree

The arrangements for constructing debiandoc2* do not make it easy to
test new versions of the processing system.  (Or at least, I read the
helpful README in the top-level of the source and it didn't mention an
appropriate tool.)

It would be nice if it was easy in particular to run the system's
installed copy of debiandoc2* with the build tree's Perl modules.
That would mean you don't need to do any building step at all.
Changes to the processing system can be saved in the editor and
immediately run, just like in an interpreted language :-).

I think the easiest way would be to provide an environment variable
DEBIANDOCSGML_PERLDIR or some such, which debiandoc2* would use if it
was set.
