[debiandoc-sgml-pkgs] Bug#510141: debiandoc-sgml: stray <hr> in the middle of footnotes

Ronny Standtke noticed today that there's a stray <hr> tag in the middle
of the footnotes for debian-policy.  See:

I've confirmed that it's in the output generated by debiandoc-sgml the
last time I uploaded debian-policy.  There doesn't seem to be anything
weird about the relevant source for that footnote:

        The package management system manipulates data represented in
        a common format, known as <em>control data</em>, stored in
        <em>control files</em>.
        Control files are used for source packages, binary packages and
        the <file>.changes</file> files which control the installation
        of uploaded files<footnote>
            <prgn>dpkg</prgn>'s internal databases are in a similar
            format.
        </footnote>.
      </p>

but for some reason the output in footnotes.html for that note is:

<hr>

<p>

That's the only <hr> in the middle of the footnotes.
