I don't know such a policy.

Of course, it is not. However, I checked which packages
ship /usr/lib/firefox/plugins and which ship /usr/lib/iceweasel/plugins.
Then I checked, if packages found by the first search still ship plugins
in the firefox/plugins directory and found, that e.g. totem-mozilla
removed the directory in the Sid package. Further the second search (for
iceweasel/plugins) gave more packages, so there must be other packages,
that also do not ship plugins for Firefox.

So for me it seems, there is a conclusion (or a general decision that)
packages do not ship plugins for non-existent browsers.
