Because openmpi does not exist on armel.

I did not manage to tell dpkg-buildpackage to not try to build the
mpqc-openmpi .deb on armel et al. it seems, thanks for notifying me.

BTW, do you have an idea why the test suite seems to totally fail on
armel?  It seems to run fine on the other arches.
