If you've already tested that chemps2 1.8.4-2 builds and runs in 
Stretch, then I think all that remains is for you to prepare an upload 
[1] (if there are no changes, just a new changelog entry) which I can 
sponsor.

They suggest uploading to Debian Mentors, but since you already have 
write access on Alioth, just create a new branch for stretch-backports 
in the chemps2 git.  Something like what was done for acmetool [2], 
which happened to be the first backported package I found [3], would be 
fine.
