The subversion service (svn.debian.org) runs on alioth
(moszumanska.debian.org currently), and the alioth maintainers have
stated (AFAIK) that they would like to shut it down rather sooner than
later (and indeed some of them are driving the gitlab effort);
svn.debian.org will be collateral damage by then, unless somebody from
Debian steps up and says they will maintain it. I guess without the
alioth backing, the groups, projects and access checks will be difficult
to handle "manually", so it is unclear whether that will be the case.

It could well be though, who knows, but I have to admit that I tend to
lean rather towards Andreas' "svn.debian.org will soon be gone" than
"I'm sure it'll be there for another couple of years" opinion right now.

Too bad that your workflow is affected so much :-/

Michael
