[Debootloaders-miboot] Toolchains for building miBoot

First, Debian miBoot package is architecture "all", so it is never
auto-built. Then, there are no official cross-compilers in the Debian
archive, even for *-linux-* targets. In our case, we require them
as build-dependencies only. Moreover, the targets are somewhat very
miBoot-specific, i.e. m68k-unknown-elf and powerpc-ibm-aix4.1. Thus,
they will never serve another purpose in the archive. For all those
reasons, I think our cross-compilers will not pass NEW even if we try.

Wouter uses the same technique for EMILE which is also an architecture
"all" package for the bootblock part. However, in his case, the
cross-compiler is a standard *-linux-* target, but it is not in the
archive too.
