Well, the Debtags parser can currently support that and more: it just
scans for ", " and ": " to separate tokens and items from tags.

I see where you are going.  However it is to be seen if Debtags is the
best way to encode such information, or if other fields would be better.

For example, inter-package relationships could be better encoded using
the Enhances field:

 Enhaces: libfoo2 [documents]
