If I do tagging, will it be used?

Yes, this gives me a list of tags thoroughly different (3.6MB diff)
from the set I get via "debtags update".  Among other things, this
implies my local "debtags todo" list is wildly inaccurate.

Meanwhile, it's still true: whenever I send a test contribution,
tags such as role::sw:application are rejected as "unknown".  Are
those tags being deprecated?  If so, where are the new tags to
replace them?
