Bug#675874: [debchange]: unnecessary "libdistro-info-perl is not installed" messages

dch can infer the vendor from a given distribution. "dch -D unstable"
will set the vendor to Debian and "dch -D quantal" will set the vendor
to Ubuntu. libdistro-info-perl is needed for the feature.

Suggestions how to rephrase and/or reduce the warnings are welcome.
