Bug#735971: Downloading gpg signature via FTP fails - missing to pass "pasv"?

I recently add the signature stuff to gpa watch file. Whereas downloading the
pure package archive succeeds, downloading the signature fails:

gpa: Version (0.9.4) available on remote site:
  ftp://ftp.gnupg.org/gcrypt/gpa/gpa-0.9.4.tar.bz2
  (local version is 0.9.4)

I'm attaching the watch file. Is it possible, that the "pasv" option is not
passed through to downloading the signature file?
