Bug#755131: devscripts: [wrap-and-sort] Ate Package: clamav-milter out of debian/control

When I ran wrap-and-sort on clamav, after the run, the Package line for the
clamav-milter binary had vanished.  See commit
b14b0c6189ddee622418d43c80ef1a479b26291f in the clamav packaging repo for the
exact sequence of events.
