As I described in

intentional.

Not at all.  Documentation is what is necessary.  The mechanism for
renaming the tarball exists, but it is up to the person maintaining the
package to determine the policy of how the tarball should be renamed.

Therefore, merging into the existing "document the mechanism" issue.
