Bug#749498: devscripts: uscan should recognize copyright format 1.0 with https URL too

uscan just told me this:
WARNING: The file debian/copyright mentions Files-Excluded, but its format is not recognized. Specify Format: http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/ in order to remove files from the tarball with mk-origtargz.

But my copyright file uses that format except that the first line says:
Format: https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/

That's because www.debian.org redirects to https by default... it would be
better to also accept https URL as synonym.
