Bug#749504: [chdist] bin2src fails with "chdist: bad apt-cache : 13"

Package: devscripts
Version: 2.14.1
User: ubuntu-devel at lists.ubuntu.com
Usertags: origin-ubuntu utopic

Steps to reproduce:

chdist create sid http://ftp.debian.org/debian/ unstable main contrib non-free
chdist apt-get sid update
chdist bin2src sid apache2-bin

Expected output: "apache2" (exit status 0)
Actual output: "chdist: bad apt-cache : 13" (exit status 1)

This has affected me on Ubuntu for a while. I have just tested on a
fresh Debian sid LXC container, and got the same result, so I think this
issue originates on Debian.
