Dear Maintainer,
when the gpg keyring is not initialized (remove/rename ~/.gnupg), who-uploads
does not return any result and, more important, it does not warn about the
missing configuration. Running gpg --list-keys is enough to make it working.

I understand that this is a bit of corner case, but at least a warning could
be helpful (if it is not possible/feasible to initialize the keyring).
