Bug#813330: dch: please allow for -v <version> --bpo

Hi,
sometimes it would be nice to specify a new version _and_ get the bpo,
nmu, ... suffix like:

    dch -v 1.0-1 --bpo

since I usually know how to build the first part of the version number
but often don't remember how to do the bpo part correctly (used to be
squeeze1, potato0, ... but is now deb7u1, deb8u1, ...). Same goes for
--nmu.

So in short it would be nice if --bpo would just append the bpo part to
the part given in "-v" (maybe with an additional --append flag).
