Bug#784397: Fix debian-changelog-mode instead, please

As I read the BTS discussion, this could be a wishlist bug but not a minor bug.
Considering multiple commands need to be updated to allow debian-changelog-mode
style changelog entry, it is better to fix debian-changelog-mode to make proper
changelog entry expected by other tools.
