No idea, but it will not happen before September (2002, hopefully :-).

If the only change is the maintainer's name, I think you can uplaod to
unstable.  Some adjustments will have to be made to the packages at SF,
such as conflict number for dictionaries-common.  I think that Agustín can
take care of this.

At any rate, you might be interested in being included in the list of
developers of the dict-common project at SourceForge.  That way, you will be
able to upload your packages to the staging area.
