Personally, I think this should done in stretch proper, as a pu.
Currently, I think 1.15 could be uploaded without further changes as
1.15~deb9+1. Do you think you could reach out to the release team with
that proposal.
As a matter of fact there is also a 'jessie' branch on git with similar
changes, that I'd love to see uploaded, I don't remember why that stuck
there (ISTR something about FTBFSing, but I don't recall the details).
