This is very obviously the home directory of the user.

Please point me to the part of policy where policy states the place to
put a user's home directory if it is needed, for example to place an
.ssh/authorized_keys file.

That part of the FHS is about /usr/local, not /home.

You probably want to read the maintainer scripts of packages you're
filing bugs on. I know that I cannot demand that you're only filing
bugs on packages you care for and have some basic familiarity with.
