Why "should" they?

I can imagine how uniquely generated passwords will be a burden on 
distribution, thus raising the street price.  Or worse: distributors 
cheat and silently reuse same ISO on multiple devices.

I fail to understand why it is so much more "easy" to autogenerate a 
unique key at ISO build time compared to doing it at install time.
