Would the signal from a plug be even powerful enough to create a mesh?
I would think you'd have to be very close to the next plug. You're
then getting into specialist devices - ones with significant transmit
power and high gain antennae, both within legal limits. Not really
plug and play and not cheap.

What about IEEE 1901, or similar network over powerline technologies?
Could they be leveraged in any reasonable way?
