Depends on the indoors.

In parts of the world lacking air conditioning, indoors can easily
exceed 40c. Quite a lot of the world lacked air conditioning, last I
looked.

Also, operating close to the outer limit of the design range of any
device shortens the design lifetime. It is possible to build devices
with an operating temperature range of up to 70C, or ones that operate
well closer to their design limits with some care and careful
component choices, and design.

As one example, underclocking usually results in much reduced
thermals. It is certainly possible to build arm based devices with a
higher operating temperature range.
