A quick look seems to confirm that it does indeed boot an initramfs.
So that should make everything much easier.

Do you (or anyone) know a way for qemu-system-arm to boot a
FreedomMaker image?  We tried a few different ways, but nothing seemed
to happen.

Our package "Mandos" is actually in Debian.  The hard part is to
generate a FreedomBox installation with an encrypted root filesystem
to test it on.
