When a client creates a hidden service, it builds circuits to the
directory servers and publishes a descriptor anonymously. The other
client builds circuits to the directory servers to retrieve the
descriptor anonymously.

(There were plans to use a DHT for storing hidden service descriptors,
but as far as I know they haven't been implemented. My knowledge could
be out of date though.)
