I suppose we could pick up the port from /var/lib/tor/state and it would
be better than picking one ourselves. We are already setting the basic
firewall configuration in first-run. Further, first-run runs after tor
is run. If the information is in tor/state is available immediately
after tor runs, it would be safe to pick the port number from there.
