The most reliable way to obtain control over an stm32 with SWD is to
connect under reset, that is, establish a connection while target's
reset line is pulled low, then set a reset vector catch and deassert
reset. With stlink reset line physically attached from the target to
the adapter OpenOCD can do this automatically with -c "reset_config
srst_only connect_assert_srst".
