[gopher] Throttling gopher daemon is desirable

Gophernicus has throttling by source IP.

gopher://gophernicus.org/1/software/gophernicus/server/

Manual says these options are available:
    -i hits       Maximum hits until throttling      [4096]
    -k kbytes     Maximum transfer until throttling  [4194304]
