I think any service depending on a remote service should be able to
deal with disconnection gracefully. I see little point in making
init handle that. Instead, your service should start up, connect to
the remote DB, and deal with it properly when it cannot connect or
the connection goes down.

init-ng can do it. It should just become a parameter; we should move
away from the init script idea and instead provide configuration
files similar to init-ng that specify common parameters. Think
xinetd.
