List of init scripts for metainit transition

In addition to listing the files in alphabetical order, what about the
also the following criterions:
1.) Packages sorted by popularity (using popcon data). Probably
listing the number of installed packages, so we can focus on the
important ones first.
2.) Packages with and without LSB header.
