Move file-rc to dependency based boot sequencing?

Hi.  As you possibly are aware, sysv-rc is moving to dependency based
boot sequencing.  I believe file-rc need to do the same to keep
working, and thus make it possible for those that want to use file-rc
to actually switch from sysv-rc to file-rc.  Without such change,
systems using file-rc will get the wrong boot sequence and fail to
work.  The migration to dependency based sequencing is oneway, and it
will not be possible to disable such ordering in the future.

One way to do this would be to extend the insserv package to
understand the file-rc configuration and use it from file-rc.  Another
would be to rewrite file-rc to read the init.d script headers directly
and do its own calculation of ordering.

What is your view on this?
