Please warn if LSB init header does not have a Description and Short-Description field

Hi,

Checking up on this.  It appears we already have a check for the short
description (init.d-script-missing-lsb-short-description[1]), but not
for the "description".

If so, it should be relatively easy to add the missing description tag.
