i'm seeing above message with dhclient-2.2:
$ sudo egrep '^\w{3} [ :0-9]{11} [._[:alnum:]-]+ dhclient(-2.2.x)?: No DHCPOFFERS received.$' /var/log/syslog | wc -l
99
