thanks for reassiging the bug and this above rule, i added to logcheck cvs
the new oneliner for the new file 'violations.ignore.d/logcheck-rgnd':
^\w{3} [ :0-9]{11} [._[:alnum:]-]+ rngd: stats: FIPS 140-2 failures: [0-9]$

as i have no idea about rngd is that enough?
or is [0-9]+ better, lifelike?

another question is that 140-2, are there other common "failure" types?
