[Logcheck-devel] 1.2.30 release / permissions

Hi team,

The current HEAD fixes the permission bug (thanks mostly to maks) and also
the FTBFS bug. (#277712)

It also includes an impressive 70+ rule updates!

So barring any objections, I'd like to release this as .30 within 24 hours.
