There are really only two things likely to cause this, a lack of
permissions to write to /var/lock, or the presence of an existing
/var/lock/logcheck.lock file. The latter seems the most likely.

Start by deleting /var/lock/logcheck.lock, verify that /var/lock is
writable by user logcheck, (it should be 777), and give it another shot.
