netconf spawns a thread which execvp()'s dhclient in foreground
mode. Thus, dhclient will continue to run until netconf kills it,
and renew leases and so on. Whenever something substantial happens,
such as failing to renew the lease, the dhclient handler thread will
queue an event so that netconf can react.
