I don't think so, the only way is to simply not start "upsd" and
"upsdrvctl". On some Linux distributions one can achieve this just by
not installing anything other than the "nut-client" package (which
contains only "upsmon" and "upsc" and friends). On others it is a
matter of setting some flag in some configuration file (on Debian, for
example, is "START_UPSD=no" in "/etc/default/nut"). Don't really know
how to do it on a FreeBSD box.
