[Nut-upsuser] automatic shutdown at a low charge of the battery

this is the standard behavior of NUT: when the low battery charge is
reached, upsmon launch the system shutdown, and end up powering off the UPS.
Depending on your UPS capabilities, this low charge level can be adjusted
with the battery.charge.low variable
