Minor issue. Neither ACL, ACCEPT or REJECT should be in upsd.conf anymore.

Make sure there is no other instance of upsd running and that you have  
full access to the localhost / 127.0.0.1 socket. This often isn't the  
case if you're running a virtualized system.
