So 2.4.3-1.1squeeze1 and 164-3 for nut and udev, respectively.

In NUT 2.6.0 and later, this has been changed to the following:

ACTION!="add|change", GOTO="nut-usbups_rules_end"
SUBSYSTEM=="usb_device", GOTO="nut-usbups_rules_real"
SUBSYSTEM=="usb", GOTO="nut-usbups_rules_real"
SUBSYSTEM!="usb", GOTO="nut-usbups_rules_end"

(which works at least with udev-167).
