                      /etc/init.d/nut-server should have a
                      "Required-Start: ... $network ..."<br>
                      this implies "low level networking (ethernet card;
                      may imply PCMCIA running)"<br>

                      already reachable.<br>
                      you can delay (or wait for agent availability) in
