I actually don't have much time to work on it, as I'm working on the
last OpenStack release that will be out in 2 days (on the 16th of Oct.).
But I can build and upload any OpenRC that someone tell me I should.

You were lucky that the master branch had no commit after the tag.
Normally, the way to do it is to "git merge -X theirs <tag>" in the
debian branch, then edit the debian/changelog to match that. Then:

./debian/rules make-orig-file

will produce the orig.tar.xz file you should be using with that tag.
