[PKG-Openstack-devel] Bug#770943: When built using newer Qemu, openstack-debian-images produces an image that doesn't work on older Qemu

Building an image needs the option -o compat=0.10 so that the image can
work on older Qemu, like the ones that are often on public clouds (like
the one at HP).

I'm uploading a fix soon.
