Hello OpenStack maintainers,

There is a circular dependency between quantum-plugin-openvswitch and quantum-server:

quantum-plugin-openvswitch 	:Depends: quantum-server
quantum-server 	:Depends: quantum-plugin-openvswitch | quantum-plugin

Circular dependencies are known to cause problems during upgrade between stable
releases, so we should try to avoid them.
